As a result, there has been a dramatic global impact on the physical environment. Depletion of the fisheries, air pollution in metropolitan and industrial areas, contamination of ground and surface water supplies, and the rapid reduction of the world's forest cover all point to a growing scarcity of vital resources. The blanket use of the term 'scarcity/ however, can be misleading - particularly if it is applied to the available supply of minerals themselves.

However, other interests, particularly environmental and Native groups that value Canada's natural resources for something other than their economic worth, are pressuring both the federal and provincial policymakers to recognize those values. Most stakeholders would like to see a consistent, stable planning approach to the management of our natural resources. This goal, however, is difficult to achieve because of the pluralist, federal structure of the Canadian political system that lets both environmental and business groups play one government off against the other.
