S. alliances and partnerships, with more focus needed on new and emerging missions and a different focus on more-familiar missions in light of emerging threats.

Even 15 years later, the American security establishment has yet to adapt fully to the aftershocks of this sudden, seismic shift in the geopolitical landscape. Nevertheless, however complete or incomplete the Pentagon’s transition from its Cold War mind-set, it today confronts another set of new circumstances that will require major adjustments in institutions, forces, and posture. The ambitious strategy outlined in the preceding chapter is motivated in large measure by these challenges. , but the changes were in train long before that day.

Interests. Operations in support of this mission will generally be undertaken in cooperation with (and, indeed, in support of) forces of the host country. The armed forces of the United States lack the manpower and resources to conduct direct stability operations in all the countries in the world where threatening groups exist. But even if they could undertake direct operations on such a scale, lasting success is more likely to result when the forces prosecuting operations in the field are from the host country.
